Messaging Limits

Understanding your WhatsApp messaging limits.

WhatsApp imposes two separate but overlapping limit systems: portfolio limits (how many unique users your business can reach per day) and per-user frequency capping (how many marketing messages an individual can receive across all businesses). Both can cause delivery failures independently.

1. Portfolio Messaging Limits

The maximum number of unique users your business can send a business-initiated template message to in any rolling 24-hour period. This applies only to messages sent outside an active conversation window — replies within an open session do not count against it.

Portfolio-level

Limits now apply to your entire Meta Business Portfolio, not individual phone numbers. All numbers under the same portfolio share one pool. Adding more numbers does not increase your limit — it gives all numbers access to the same shared capacity. If one campaign exhausts the daily limit, all other sends for that portfolio are rejected until the 24-hour window resets.

Rejected messages are not charged.

Tiers

TierUnique users per 24hrs
Default (unverified)250
Tier 12,000
Tier 210,000
Tier 3100,000
UnlimitedNo cap

New portfolios start at 250. Upon completing Business Verification the limit increases to 2,000.

Moving from 250 → 2,000

  • Complete Meta Business Verification

Moving from 2,000 → higher tiers (automatic)

Once at 2,000+, Meta auto-upgrades your tier within 6 hours when both conditions are met simultaneously:

  • High-quality messages across all numbers and templates (Green or Yellow quality rating)
  • In the last 7 days, you have used at least 50% of your current daily limit each day

Each upgrade moves one tier at a time. There is no way to request a manual upgrade.

Quality rating

Ratings are Green (High), Yellow (Medium), or Red (Low), based on rolling 7-day user feedback — blocks, spam reports, read rates, and engagement signals. Since October 2025, a Red quality rating no longer downgrades your tier — but it will prevent automatic upgrades until it improves.

2. Per-User Frequency Capping

The number of marketing template messages a single user can receive from all businesses combined within a given period. This is enforced at the recipient level, not at your account level.

The limit — important caveat

We recommend 2 marketing messages per user per 24-hour period as a working guideline, and this is widely reported in practice. However, the actual threshold is dynamic and user-specific — Meta adjusts it based on each user's engagement history, how many messages they've received and read, and their overall activity on WhatsApp. A highly engaged user may be able to receive more; an inactive user may hit the cap sooner.

Please note:

  • The cap applies across all businesses not only your account.
  • Your message can fail even if you've never messaged this user before — if they've hit their limit from other brands, yours will be blocked
  • Only Marketing templates opening a new conversation are affected — Utility, Authentication, and free-form session messages are not capped
  • Click-to-WhatsApp (CTWA) ad conversations are exempt from frequency capping

What resets or bypasses the cap

  • A reply from the user opens a 24-hour conversation window during which you can send free form messaging which incurs only the SMSPortal processing fee without it counting against their marketing cap
  • Click-to-WhatsApp Ad initiated conversations are exempt from the cap and also carry a 72-hour messaging window that incurs only the SMSPortal processing fee.

3. Throughput (Messages Per Second)

Separate from daily volume limits, WhatsApp also limits send speed. Standard accounts process around 80 messages per second (MPS). Accounts on the Unlimited tier that consistently message 100K+ unique users per day and maintain a Medium or higher quality rating can be automatically upgraded to 1,000 MPS by Meta. For most use cases this is not a constraint, but it matters for time-sensitive large-volume sends.

4. What Is and Isn't Affected

Message typeCounts against portfolio limit?Subject to per-user frequency cap?
Marketing templates (new conversation)✅ Yes✅ Yes (dynamic threshold)
Utility templates✅ Yes❌ No
Authentication templates✅ Yes❌ No
Free-form replies (within 24hr window)❌ No❌ No
User-initiated messages (inbound)❌ No❌ No
CTWA ad-initiated conversations❌ No❌ No

Key Takeaways

  • Your daily limit is shared across your whole portfolio — coordinate campaigns across numbers and teams to avoid one campaign consuming all capacity
  • Frequency capping is outside your control — it is a per-recipient limit enforced by Meta across all brands
  • Error 131049 indicates the recipient has reached their cap, this may not be your fault, but consistent failures at scale signal your audience is over-messaged — review timing, segmentation, and send frequency
  • Quality rating is your most important long-term lever — it gates all tier upgrades
